Antique Vintage License Plate 1971 Dealer (Motorcycle?) Memphis never issued

Description

I'm not sure if this was a vendor sample or if it was an official plate, but I do know for certain that it came from the title/licenses office in Memphis, TN. It's a Dealer plate, but I'm not sure if it was specific to motorcycle dealers (due to the size) or if car dealers would have used these also.
Approx. 4 1/4" wide x 2 1/2" wide. This has a some scratches/damage from storage to the black paint (see close ups), but overall still great shape.
