40's Vintage Green Chambray Cotton Official Girl Scouts New York Uniform Dress

It's cookie time and what better way to celebrate the Girl Scouts than with this Vintage 40's GS Uniform. 100% Cotton- chambray feel. Collared, button-up front, 2 x front pockets, full mini skirt, Girl Scout Patch to one shoulder. Would best fit a modern Ladies XS or S, Girls L or XL. Unfortunately there are quite a few issues to this treasure:
1. The dress has been mended/hemmed up at the waist (I've never seen this before but my Mom said it was common for petite gals with shorter torsos to do so the dress was shorter, but the skirt still looked the correct length), so the dress is folded up and in, and has created the look that a button is missing, I guess the uniform had a belt so it would not have been seen.
2. There is a hole that has mended on the back of the skirt
3. Rough seams at the waist
4. The sleeve without the patch has a rip which they have taped from inside
5. The sleeve with the patch has some tiny pin dot holes
